Cheats disable every achievement for the rest of that save. Start a clean file if you want these.
Rarity is the share of players worldwide who have unlocked each achievement. A few achievements unlock themselves once you finish the items behind them, like City Sleuth after all 100 packages, so tick those off on their own pages. Cheats permanently disable achievements on the save you use them on.
